POW AF’s goal is to turn the outdoor community’s shared love of wild places into the political will needed to drive positive action on climate change. Launched in 2018, POW AF focuses on helping all outdoor people become effective climate advocates by providing the training and tools needed to speak confidently to the issues, support legislation and ballot measures, and elect climate-friendly officials who will make positive gains toward stabilizing our climate. POW AF priorities: 1) Protecting our Wild Places, 2) Stoking the Vote and Electing Pro-Climate Leaders, 3) Uniting the Outdoor State for Climate Action.
Organize and coordinate rural communities and local consumers and advocates to support their local Rural Electric Cooperatives’ transition to and adoption of strategies that will advance a shift from coal to clean and sustainable energy and reduce climate emissions. Stoke the Vote - POW's 2026 Election Battleground plan is to reach the right voters in the right districts with the right message and messenger to flip or defend a House seat. The goal is strategic electoral impact. This will be achieved through a hyper-targeted layered air and ground game to key modeled POW voters in CA, CO, MT, and NH.
REC Race engagement - POW engaged in 4 co-op races, recruiting and endorsing local candidates; in 2 races, candidates ran unopposed, and 2 additional POW-endorsed candidates were elected. Local organizing: POW was part of a local clean energy coalition in Montezuma County, CO, that organized against a county solar moratorium, which was lifted in December. In Montrose County, CO, staff and volunteers canvassed and distributed literature for the local election to recall a county commissioner blocking a local solar land use ordinance. The majority of County Commissioners are now in favor of passing the land development code.

CivicIQ (c3)
Organization Description
At civicIQ, we use proprietary data tools and direct digital conversations to uncover what communities really think — and how to win their support. Then we engage one-on-one, using trusted channels like SMS, social media, and email to build authentic relationships and mobilize the quiet majority who support clean energy — but usually stay on the sidelines. We also build support by educating and winning over those on the fence. We champion the power of storytelling and local calls to action as a nonprofit media platform, envisioning an America powered by renewable energy and the transformational heroes who are building that future.
2026 Programs
CivicIQ’s 2026 programs target the "marginal" influence of Rural Electric Co-ops to identify pro-clean energy voters in Michigan, Missouri, and Indiana. We advance community benefit frameworks across 10–20 projects to secure tangible wins, modernize narratives, and streamline permitting through depolarization. Our digital strategy scales this impact by deploying a diversified social media brand reaching audiences from progressive youth to conservative ruralites. Finally, we leverage custom AI agents for "narrative regrounding," moving fence-sitters and entrenched opposition toward supporting local clean energy.
2025 Programs
In 2025, CivicIQ focused on scaling localized impact and refining data-driven outreach. We partnered with developers to manage community sentiment and benefits during both greenfielding and permitting phases. A key achievement was developing breakthrough methods for identifying landowner leads in high-priority greenfielding zones. We successfully activated our subscriber base across Facebook Messenger, email, and SMS, generating critical positive public comments that helped secure a landmark permitting victory for a major wind project in Wisconsin. These results validated our ability to move the needle on the ground while building a repeatable framework for national expansion.

Just Harvest Education Fund (c3)
Organization Description
Just Harvest works to ensure that everyone has the food, income, and dignity they need to thrive. We connect people to essential benefits, fight hunger through direct service, and challenge the policies that create poverty in the first place. Rooted in community and driven by justice, we stand beside our neighbors, remove barriers, and push for systems that truly serve people. Our work is guided by the belief that access to food is a human right and that lasting change comes from both meeting urgent needs and transforming the conditions that cause them.

We’ll strengthen Fresh Access by listening closely to vendors, shoppers, and neighborhoods to shape the next phase of the program to bring affordable, fresh food to our neighbors. Our Free Tax Prep program will continue helping families build financial stability through trusted, year-round support. Our policy work will elevate community voices, defend essential resources, and push for income policies that help families thrive.
2025 Programs
In 2025, Just Harvest will expand SNAP outreach and strengthen access to fresh, local food through a dollar for dollar match for SNAP shoppers at CitiParks farmers markets. We’ll continue to lead the Free Tax Prep coalition to help thousands of households file tax returns, maximize refunds, and keep more money in their pockets. We’ll deepen policy advocacy on SNAP, and tax justice, while piloting new tech tools that simplify applying for and keeping benefits. Ohio Citizen Action (c4)
Organization Description
Ohio Citizen Action informs, organizes, and mobilizes people to advocate for public interests across issues and campaigns. In person, by phone, and online we engage people in actions that protect public health, improve environmental quality, and benefit consumers. Our campaigns connect Ohioans and build a movement to protect democracy and create a sustainable and equitable future. In 2023 we helped win two ballot initiative campaigns (keeping a simple majority to pass citizen led ballot initiatives and enshrining reproductive rights in our constitution), and helped elect a progressive mayor in Akron. In 2024 we knocked 366,894 doors for Sherrod Brown.
2025 Programs
Opposing SB 63 (ban on ranked choice voting) and SB 153 (Ohio's SAVE act, which attacks voter rights and adds to the burden to get citizen-led initiatives on the ballot). Using our deep canvassing/persuasion training to reach voters who pledged to vote in 2024 after we talked to them at the door, but then didn't. We want to listen and learn in these "front porch focus groups" why people didn't vote, then rework the data they give us to persuade others like them to vote in 2025 and 2026. Promote repeal of consumer coal plant bailout.
2024 Programs
Advocate for local and statewide democracy, energy and consumer issues. We project knocking 709,700 doors statewide and making 259,000 phone calls, plus digital tactics, including voter videos.

Organization Description
Ohio Citizen Action Education Fund (OCAEF) informs, organizes and mobilizes people to advocate for public interests, across issues and campaigns. In person, by phone and online, we engage people in actions that protect public health, improve environmental quality, and benefit consumers. Our campaigns connect Ohioans and build a movement to protect democracy and create a sustainable and equitable future. OCAEF is the 501c3 research and education affiliate of Ohio Citizen Action, with which we sometimes run joint campaigns. Since 1975 we've earned a reputation as a trusted source of information and a vigilant government and industry watchdog.
2025 Programs
Advocacy work includes opposing two bills, one banning ranked choice voting in Ohio, and the other Ohio's version of the SAVE act which suppresses voter rights and adds to the burden of putting citizen led initiatives on the ballot. Rural solar organizing uses deep canvassing/persuasion to win hearts and minds for siting utility-scale solar projects. Voter courtship uses deep canvassing/persuasion to contact people canvassed during the 2024 election who pledged to vote, but didn't. We'll uncover the obstacles, rationales, and stories of unactivated voters and develop messaging to persuade people like them to vote.
2024 Programs
Ohio Citizen Action Education Fund will register voters by conducting hotspot canvassing and going door-to-door, primarily on community college campuses/areas in Cincinnati, Athens, Columbus and Cleveland.

2025 Programs
In 2025, California Environmental Voters will focus on four core areas. Our global leadership work will position California as the leading U.S. voice on international climate action, building global partnerships, and advancing initiatives like the UN’s 30x30 conservation goals. We will defend landmark climate wins through a litigation strategy in collaboration with state and local legal partners. Our state action efforts will advance bold legislation to hold polluters accountable, expand clean energy, and prioritize equity. Through strategic communications work, we will counter anti-environmental narratives and strengthen public support for climate action.
2024 Programs
California Environmental Voters builds the political power to solve the climate crisis while advancing justice. We prioritize building power in regions on the frontlines of climate impacts, and with the least representation and lowest voter turnout. In 2024, we will do so through direct voter outreach in coordination with campaigns, and complimentary direct mail, texting, paid ads, and earned media programs.
