Climate XChange drives a rapid and equitable transition to a zero-emissions economy by advancing state climate policy. We convene the State Climate Policy Network (SCPN)—a nationwide community of policymakers, advocates, and experts—to share strategies, build collective knowledge, and strengthen campaigns across all 50 states. Our State Climate Policy Dashboard (SCPD) tracks over 65 key policies, making it the most comprehensive public resource on U.S. state climate policy. By mapping policy progress and gaps, we equip state leaders with the tools and insights needed to design more ambitious, equitable, and durable climate policies.

In 2025, Climate XChange is focused on helping states navigate a shifting federal policy landscape and respond to emerging energy trends. Key priorities include:
1) Monitoring federal developments and identifying gaps where states can lead and fill emerging gaps;
2) Supporting state efforts to modernize and reform transmission policy;
3) Expanding the State Climate Policy Dashboard to cover underrepresented issues such as transit and nature-based solutions;
4) Translating policy coverage into emissions modeling to identify state-specific Key Policy Opportunities;
5) Launching new work on data center policy to address the climate, energy, and water implications of this rapidly growing sector.
