Program Summary Effective and efficient voter registration program that employs high school and community college students to register their friends and classmates. They pay students $100 to conduct physical registration drives on their campuses, and at schools where physical drives are not possible, they pay high school seniors $50 to digitally contact their classmates and encourage them to register (or pledge to register if they are too young).

Cost per VR card Based on our work registering 65,000 students in 2023, we have a cost of $4/high school physical registration and $7.8/community college registration. Below is some methodology:

High School: Average cost of $4/voter registration including student payments, materials, and staff costs. In each school, pay one student $100 to conduct a registration drive in the spring semester and another student $100 to conduct a registration drive in the fall semester. Register 70 students in each school across both semesters. Reach at least 40% of the targeted high schools within the key counties during both the spring and fall. TurnUp reached 400 key high schools in swing states in the spring of 2023 and registered ~16,000 voters. TurnUp also receives pledges to register from students too young to register to vote. TurnUp successfully markets the program to students via their school counselors and this program is based on years of work in which TurnUp discovered that student-led high school and college voter registration drives are the most effective way to register newly eligible high school and college students to vote in key states.

Community College: Average cost of $7.8/voter registration including student payments, materials, and staff costs. During both the spring and fall semesters, TurnUp would hire approximately 3 students/college to conduct a voter registration drive at the targeted college (depending on enrollment). The students in college will be paid $150/drive and are estimated to register 25 students/drive.

Issue Focus We focus on the issue of reproductive rights, and more generally the importance of voter registration and turnout. Sadly, due to voter suppression efforts, voter registration has become a form of activism, and we indicate this in our education to students. We find that most students want to register to vote and just need the opportunity to do so. However, we empower our young people to talk about the issues that will best resonate with their friends, including reproductive rights, climate change, and gun violence.

Partnerships We work to conduct voter registration activities where there are not already drives taking place. However, we partner with many organizations including Feel Good Action, New Voters, Georgia Youth Justice Coalition, and SEE Alliance.
