Priority Issues:

We focus on organizing youth around issues pertaining to the climate emergency. Central to our voter engagement approach is ongoing, consistent civic organizing and engagement with young people in order to ensure the highest impact on registration and turnout during both national and local election cycles. Our state-based field canvass operations leverage evolving talking point strategies that shift from a voter registration focus to turnout and then onto broader election awareness education. For example, our paid canvass voter registration program in Wisconsin this spring was focused on registering new young voters and turning them out for the state Supreme Court race—canvassers included educational messaging about why civic engagement in down-ballot, off-cycle elections is important. We then convert our voter registration operations into voter turnout messaging. At the same time, our digital voter engagement strategies use creative marketing tactics to drive conversions—leveraging issue organizing and online trends to attract folks who are not easily engaged through basic voter registration messaging. At ACE, we also know that the environment and climate change are top issues driving young people to the polls. As such, our year-round youth organizing and power-building focuses on engaging young people in climate action opportunities that build this civic muscle. In fact, this fall ACE ran a pre-2024 Election Youth Survey with our research partners at CIRCLE at Tufts University to poll eligible youth voters, revealing key findings that include: The youth vote has the potential to be a powerful force in 2024: 57 percent of youth polled expressed that they are “extremely likely” to vote in 2024 and another 16 percent say they are “fairly likely,”—meaning 2024 could elicit the highest youth voter turnout in recent history. Concern for climate drives voting: Climate was identified as a top three voting issue among youth—and those who selected climate as a top issue were 20 points more likely to say they’ll vote in 2024. Engaging our nation’s youngest citizens is critical for building lifelong voting habits: We know from prior research that voting is a “sticky habit,” and this poll underscores that finding—with 86 percent of young people who voted in 2022 reporting that they are “extremely likely” to vote again in 2024. Many youth—particularly marginalized youth—feel unprepared to vote: Less than 1 in 5 young people have heard about politics and issues this year from organizations like ACE (14 percent). Black youth, young People of Color in rural communities, and young people without a college degree are receiving even less information—and simultaneously report that they are less likely to vote. This year our key issue advocacy areas of focus for this work include: stopping new fossil fuel industry expansion (particularly in the Midwest, Ohio River Valley, and Gulf South); softening the ground for clean energy permitting locally to seize siting opportunities via federal climate investments like the Inflation Reduction Act (IRA); accelerating IRA implementation and popularizing its benefits with consumers; and putting pressure on elected officials to advance policies and regulations that protect the environment and surrounding communities including fracking regulatory reforms in Pennsylvania. Further, fossil fuel corporations are currently outspending the clean energy sector 13 to 1 in political contributions. It’s clear the fossil fuel lobby has a stranglehold on U.S. politics and is successfully manipulating our political system to its benefit. However, we also know that an achievable increase of just a few percentage points in youth turnout in local elections can have a major impact on state Supreme Courts, City Councils, County Commissioners, Port Commission seats, and Public Utility Commission elections—all of which have the power to decide the fate of fossil fuel and renewable energy projects. ACE mobilizes young voters around these local, down-ballot elections—so far this year, we registered and turned out young voters in the lead-up to key local races in North Carolina, Pennsylvania, and Wisconsin, and educated our network in Ohio on the Issue 1 special election that had a pivotal impact on democracy in the state. Both ACE and CEA focus on organizing youth around issues pertaining to the climate emergency. Looking ahead, in 2025 and beyond, Common Defense will continue prioritizing ongoing base-building activities, providing members with the training and education necessary to hone their organizing skills, leverage the power of their voice, and participate in our current and future electoral, democracy, immigration and climate campaigns. We are looking forward to scaling up our direct voter contact campaigns in 2026 and reaching even more voters during the midterms.

Common Defense is uniting veterans across party lines to ensure Vice President Kamala Harris becomes the next President of the United States. This is the only veteran-led effort with a track record of reaching voters through high-impact grassroots organizing, earned media, and visibility actions. In the remaining phase of the election, Common Defense will target voters in five key states which will determine the White House and control of Congress and use our twelve organizing staff and our “Corps” of 670 existing trained in-state super-volunteers to mobilize military veterans to support the Democratic ticket using an array of tactics. We aim to persuade the critical constituency of swing voters especially suburban, patriotic, working class and middle class voters who are a decisive component of reconstructing the anti-MAGA coalition.

Founded in 2016, Common Defense is the nation’s largest grassroots organization of US military veterans and the only one that invests in the leadership of its members through training and deployment in campaigns that connect directly to their history of service, including voting rights, climate justice, and anti-militarism.

Dirtroad offers the only national training program for rural candidates, staffers, and organizers. To date, Dirtroad Organizing has trained 71 rural leaders from 29 states across the country. We had 37 candidates running for office in 2024. Over 50% either won their race or outperformed past cycles. Founded in 2022, Dirtroad Organizing is a 501(c)(4) organization that provides training and long term mentorship to support organizers, staff, candidates, and legislators who are working towards an equitable and just democracy in rural America. We cultivate grassroots leadership at the state and local level through 4-month cohorts for individuals and trainings for local groups. Deep investment in rural communities is how we secure the policies needed for a durable, just, and equitable future for all. Blue Voter Guide does not itself endorse any candidates, but will mark candidates with relevant information making it easier for voters to distinguish progressive from right wing candidates, especially in non-partisan races. Five days before Veterans Day, and just months after their Independence Day 2024 founding, Independent Veterans of America (IVA) celebrated a historic performance by eleven IVA-endorsed candidates in five states. IVA supported independent veteran candidates at all levels — from local school boards to the US Senate. The Local Progress Impact Lab (the Impact Lab) brings together local leaders, partners, and experts to build the knowledge, skills, and leadership needed to advance racial, economic, and gender justice at the local and state level. Our membership is made up of more than 1500 local elected officials who together form the Local Progress network. The Impact Lab provides leadership development and governance training programming and policy, communications, and organizing support to our members and supports them in utilizing a model of collaborative governance that brings historically marginalized and oppressed communities to the center of policymaking.

Our work is member-driven, and as such, our issue focus areas can shift to respond to dynamic environments that create windows of opportunity for elected officials to drive an equitable agenda forward. In 2025, we will focus on climate change and climate justice, housing, economic justice, public safety, public education, and immigrant rights. Last fall, Montana Conservation Voters launched a new approach to localize our communications about the positive impacts of federal legislation and policies. It involves mail, digital ads, and a follow-up survey canvass focused on conservation policy in the critical geographies of Yellowstone, Gallatin and Flathead Counties. The goal of this work is to build awareness of the positive impacts of key federal investments for Montana’s public lands, waters, and clean energy economy., , We have implemented this community localized communications strategy with assistance from Andrew Maxfield, an experienced polling and communications consultant. MCV and Maxfield have been working together to create a database of local images and messages to show the impact of conservation legislation on-the-ground. By reminding Montanans how national policies affect their local communities, our hope is to engage two psychological levers: personal relevance and place attachment. We also believe that localizing our messaging will generate word of mouth about the issue, helping preserve persuasion effects over time. Put simply, people care about what happens in their hometowns, and they talk about it. , , Our communications are focused on how bills like the Infrastructure Investment and Jobs Act (IIJA), the Inflation Reduction Act (IRA), the Promise to Address Comprehensive Toxins (PACT) Act, and the Great American Outdoors Act (GAOA) have impacted Montana communities with the goal of driving home the positive local impacts of these wins and connecting them to people’s lived experiences., , In-house, our Organizers produce localized mailers and accompanying digital ads educating the public on federal investments for Montanans. They have also hosted local events focused on public lands issues such as Senator Daines’ falsely named Montana Sportsmen Conservation Act and protecting the Smith River as well as defending the Montana Constitution, and educating people about clean energy. , , Our community localized communications will highlight legislation like the PACT Act and what the legislation means for Montana veterans. In advance of the 2024 election, we will tailor localized messaging to reach specific communities around our target geographies such as the Crow and Northern Cheyenne reservations around Billings and the Flathead Reservation near Kalispell. Our issue-based work will focus on critical federal infrastructure and clean energy investment opportunities while also partnering with Western Native Voice, an Indigenous led advocacy group, to find native social media influencers to help get out issue-based information., , Part of our work will mobilize young people who care about climate change and conservation issues. Young Montanans have already demonstrated leadership around these issues. Recently, a group of young Montanans successfully led a first in the nation lawsuit against the state government (Held v. Montana), alleging that the state's support of fossil fuels violates Montanans’ constitutional right to a "clean and healthful environment. We drive turnout for key events, promote conservation policies, and mobilize supporters. Collaborating with legislative leaders, we protect public lands funding and advance conservation priorities. Weekly updates and petitions keep Montanans informed and empowered to act. These efforts build a stronger, more engaged conservation movement for 2025 and beyond.

MCV has a state PAC and recently launched a new federal PAC to directly link Senator Tester’s leadership, conservation policies and their impacts on-the-ground. We will deploy campaign tactics such as direct mail, door-to-door canvassing, digital advertising and opinion pieces to help deliver a win for conservation candidates in 2024.

Montana Conservation Voters protects our clean air, clean water, public lands and democracy by supporting leaders who fight for these rights and by holding accountable leaders who do not.

We're fighting against Trump's anti public health nominees to run key health departments, for protecting our health care including defending against cuts to the Affordable Care Act, Medicaid, and Medicare including privatization, pushing for more affordable prescription drugs nationally and in the states, fighting against predatory medical debt, for lowering the costs of care including fighting mergers, hospital consolidation, private equity takeovers, outrageous facility fees for patients, for reining in insurance company abuses, and fighting for Medicaid expansion and public options to private insurance.

We're distributing health care and general progressive digital content now to educate and motivate health care voters through our own social media and a network of state-focused Facebook pages. Targeting health care voters in key Presidential battlegrounds, educating and activating on abortion and repro issues including IVF and contraception, access to health care, affordable prescription drugs. Reaching through our email list and organic and paid social media, nationally and in key states.

Organizing adults with serious medical conditions to make health care more affordable and available for all.

Welcoming Neighbors Network (WNN) is America’s only national network of independent state and local pro-housing advocacy organizations. Currently comprising 46 organizations across 29 states, WNN is reshaping housing and land use policy in the United States – from scarcity and sprawl to abundance, affordability, and sustainability. WNN members spearheaded nearly every major state and municipal level victory for pro-housing, pro-climate land use policy over the last six years. Through peer-learning, shared resources, strategic consultation, technical assistance, and fundraising support, WNN is powering the most effective land use advocacy groups in the country to achieve an affordable, climate-friendly built environment.

Welcoming Neighbors Network's programs fall into three categories: 1) State and Municipal Pro-Housing Policy Campaigns – Running strategic, coalition-based advocacy effort to change the law 2) Incubation of New Place-Based Pro-Housing Infrastructure – Enabling state and local groups to adopt and adopt WNN's successful model and build stronger, more sustainable organizations 3) Peer-to-Peer Learning Capacity Building By and For Place-Based Pro-Housing Organizations – Bringing together to share best practices, learn from one another's experiences, and weave together a durable mutual support network

Through Wild Montana Action Fund, our 501(c)(4), we will ensure that public land voters turn out in large numbers to elect public land champions up and down the ticket, from state legislators to Supreme Court to the Senate.

We will engage public land supporters from across the political spectrum by talking to them on the doors, at events, through pledge postcards and mailers, and via text and email to ensure that they vote and that they know which candidates share their public land values.

Wild Montana Action Fund builds the political power necessary for protecting and conserving public lands and wild places across the state by elevating the voices of Montanans who cherish our outdoor way of life.

We aim to develop an effective, self-sustaining program in which our all-volunteer precinct captains share the organizing work of activating local voters and volunteers, strengthening our organizing networks, and fostering a stronger sense of community amongst Democrats.
